European Parliament<\/h3>\n<\/div>\n[vc_column_text]The European Parliament (EP) is the only directly elected institution of the EU. Each Member State votes to elect its MEPs, making it the most democratic institution as well. The EP has three main roles which include: debating and passing European Union legislation, with the Council; scrutinising other EU institutions, particularly the Commission, to make sure they are working democratically, as well as debating and adopting the EU\u2019s budget, with the Council. Basically, it exercises the legislative function of the EU. In special legislative procedures, the EP may be either consulted or its consent may be required; however, the EP has no power to amend the act.<\/p>\n

Moreover, the EP monitors the activities of the Commission, through the asking of questions and the establishment of Committees of Inquiry, as well as appointing the President of the Commission. The EP also gives its opinion on the topics on the agenda of summits of the European council. Thus, one must understand that although the EP, the Commission and the Council are separate institutions, they are interlaced and work closely together.<\/p>\n

The upcoming EP elections will take place from the 23rd<\/sup> to the 26th<\/sup> May 2019 all over the 27 countries of the EU. In Malta, the elections will take place on Saturday, the 25th<\/sup> of May 2019. The voters must remember that during the EP elections there are no districts, and one can vote for whoever s\/he wants coming from any part of Malta. In fact, living in Mellie\u0127a, Senglea or Gozo makes you all eligible to vote for the same candidate.<\/p>\n

All foreigners that are EU citizens and that are residing in Malta, would have filled in a form at the beginning, where they would have chosen whether to vote in the country of their citizenship or in the country where they live with regard to these type of elections.\u00a0 A lot of foreigners choose to vote in the state they live in.\u00a0 Therefore, a lot of EU citizens vote in Malta in this election, although they are not Maltese citizens.<\/p>\n

Maltese citizens living in EU countries would also have made the same decision, and therefore these too vote locally according to what they had decided originally.<\/p>\n

Non-EU foreigners, including UK citizens, can only vote if they are eligible to vote in the general elections.<\/p>\n

In the EP election 2019 voters aged 16 to 18 will also be voting for the first time. Malta is the second country in the EU which has lowered the voting age to sixteen.<\/p>\n

On the same day as the EP election there will also be the Local Council elections.\u00a0 Whoever is eligible to vote in the EP election is also eligible to vote in the Local Council election, including EU citizens living in Malta and 16-year olds.<\/p>\n

In other words, all those enlisted in the last Electoral Register as published by the Malta Electoral Commission prior to May 2019 can vote for the EP elections.<\/p>\n
